Obligatory State Social Insurance Funds are special-purpose insurance funds on:
According to the Fundamentals of legislation on Obligatory State Social Insurance the functioning of the fifth kind of insurance – medical social insurance is provided. Draft laws concerning implementation of abovementioned kind of social insurance were introduced to the Ukrainian Parliament’s Committee on labour and social policy.
The Funds are nonprofit self-governing organizations except Pension Fund, which functions as a central body of executive power till its transformation into the unprofitable self-governing organization.
The assets of the funds are not included in State Budget. The State is a guarantor of a stable fund’s activity and in providing by the fund of endowment and social services for the insured persons.
The supervision over the target usage of Funds’ assets and funds’ assets management is exercised on the trilateral basis by the representatives of employers, state and insured persons on an equal base.
