State Committee of Ukraine on industrial security, labour protection and mining supervision / Public Boards

State Committee of Ukraine on industrial security, labour protection and mining supervision is a specially authorized central body of executive power on industrial security, labour protection, state mining supervision and state regulation in the sphere of safe handling with explosive materials of industrial assignment, activity of which is directed and coordinated by the Cabinet of Ministers of Ukraine.

State Committee of Ukraine on industrial security, labour protection and mining supervision is guided in its activity by the Constitution and laws of Ukraine as well as President’s Decrees and Parliament’s Regulations, accepted in accordance with Constitution and laws of Ukraine, by documents of Cabinet of Ministers of Ukraine and by Regulations on State Committee of Ukraine on industrial security, labour protection and mining supervision.

State Committee of Ukraine on industrial security, labour protection and mining supervision is a legal entity.

The main tasks of the State Committee of Ukraine on industrial security, labour protection and mining supervision are:

forming and ensuring of state policy realization in the sphere of industrial security and labour protection, execution of state mining supervision, safe handling with explosive materials of industrial assignment, conservation of mineral resources;
integrated management execution in the sphere of industrial security and labour protection as well as the control over the fulfillment of functions of public management of labour protection by ministries, other central bodies of executive power, Council of Ministers of Autonomous Republic of Crimea, local state administrations and local authorities;
organization and execution of state supervision over adherence to the laws and other legal acts concerning:
- labour protection in industrial security, safe conduct of works by legal and natural entities, which according to legislation use wage labour;
- geological research of mineral resources, their usage and security as well as the usage and reduction of mineral raw materials;
- industrial security in the sphere of handling with explosive materials, safe conduct of works on utilization of usual kinds of ammunition, rocket fuel and military explosive materials.

On May 25, 2008 State Committee of Ukraine on industrial security, labour protection and mining supervision and Employers’ side of National Tripartite Social and Economic Council under the President of Ukraine entered into Agreement on cooperation. In accordance with abovementioned Agreement and State Committee’s on industrial security, labour protection and mining supervision Instructions №102 dated May 14, 2008 permanently active working group which consists of 6 representatives of State Committee and 6 representatives of employers’ side was created. Sergiy Prytomanov, Executive President of Federation of Metallurgists of Ukraine, was appointed as coordinator of employers’ side and Dmytro Tolkachev, main specialist of legal department of Confederation of Employers of Ukraine was appointed as responsible secretary of employers’ side by abovementioned Instructions. From September 2008 Joint working group began develop Plan of its activity for current and next years.

Parties of Joint working group agreed to describe following as its aim and main tasks:

Analysis realization of industrial security and labour protection in Ukraine.
Processing of industrial security and labour protection state after analysis results, of propositions concerning measures directed at the improvement of labour protection and working conditions of economic players’ workers.
Settlement of controversial issues to improve cooperation between State Committee and employers’ side in the sphere of industrial security and labour protection.
Analysis of State Committee’s and employers’ side information concerning the state of industrial security and labour protection.
Maintenance of national manufacturer, promotion to their competitiveness by development of proposals concerning creation of favourable conditions for ensuring employees’ health and life, formation of transparent policy in the sphere of supervision over labour protection.
Processing of joint position concerning real responsibility of economic players for violation of legislation requirements on labour protection and preparation of propositions concerning state policy improvement.
Consideration of organizations’ concerned propositions, draft laws, other documents directed at improvement of state supervision’s organization and integrated management of labour protection.
