Procedure of consultations holding with the public is approved by Regulation of the Cabinet of Ministers of Ukraine dated 15 October, 2004 No. 1378 “Some issues concerning public participation in forming and realization of state policy”.

Consultations with the public are held with the purpose to attract citizens into participation in governing of state affairs, to give them opportunity for free access to information about executive power activity as well as ensure publicity, openness and transparency in the activity of abovementioned bodies.

Organization and consultations holding with the public are ensured by executive body that directly prepares propositions connected with state policy’s forming and realization in determined sphere of state and social development or acts as the main developer of regulatory and legal act.

For coordination of measures relating to consultations holding with the public and monitoring of consideration of public opinion consultative and advisory bodies - public boards that act according to provisions approved by executive bodies are created under these bodies.

Public Board’s may consist of representatives of non-governmental organizations, of political parties, of trade unions and of other associations of nationals, of scientific establishments, enterprises, organizations (of any form of ownership), of mass media, of international organizations and so on.
