Social dialogue is the process of identification and approximation of the opinions, achievement of the common agreements and adoption of the agreed decisions by the parties of the social dialogue that represent the interests of employee, employers and bodies of state executive power and bodies of local self government concerning the formation and implementation of the state social and economic policy and regulation of the social and labor relations.
Social dialogue is based on the principles of legality, representativity and due authority of the parties and their representatives, independence and equality of the parties, constructiveness and cooperation, freedom of participation and taking of the real obligations, mutual respect and compromises, the obligatory consideration of the opinions of the parties, priorities of the conciliatory procedures, transparency, the obligation to observe the agreements achieved, responsibility for the implementation of the undertaken obligations.
Social dialogue in implemented on the national, territorial (regional) and local (level of enterprise, institution, organizations, multinational company, etc) level on the tripartite or bipartite basis.
Social dialogue is carried out by the parties of the social dialogue of the relevant level by – exchange of information, consultations, conciliatory procedures, collective bargaining.
