Employment. In Ukraine quite a lot of people is working without the service record. Why? This question was studied by the "Governmental courier"
Point of view of Oleksiy Miroshnychenko, Chairman of the Joint representative organ employers’ side at national level in relation to the absence with the workers of the service records.
 
Registration of the service records is the important moment not only for a worker but also for an employer. First, it is the defense and forming of his labour activity which the pension and social payments depends on, for an employer it is an elementary implementation of positions of the Labour Code. Unregistration of the service record for the worker can be explained, from one side - by unhonesty and dishonorableness of employer, and from the other – by significant loading on the wage fund. As a result some employers try to optimize payments to the Pension fund and fund of social security due to unregistration of the service records. Therefore, the quicker there will be minimized the loading on the wage fund, the less amount of such cases will be in practice of labour relations between  worker and employer. 

In the present Labour code daft there isn’t foreseen the abolition of the service records. From one side, it can be considered as the vestige of the past, and from the other – there isn’t alternative so far. Such situation will last until the Pension and social funds will examine the service record as the document for the charge of pension. I consider, that as soon as there will be entered the electronic accounting, necessity for the conduct of the service records in organizations will fall off automatically. In my opinion, an alternative to the service record can become the social card and letter of introduction from the previous place of work. Labour activity can’t be only confirmed by the service record, it must be confirmed foremost by the qualification. And the service record carries not a single information about qualification of the worker.
